Survey for NC Coalition on Aging

 

Survey Overview

In February and March of 2002, the NC Coalition on Aging members polled their membership to set priorities on issues related to Aging. A copy of the questionnaire was distributed to the AAUW NC Board.

Survey Results

On March 25, Helen Martikainen, the AAUW NC representative to the Coalition distributed the following as the results of the survey. Ranks below indicate the priority given to the different issues by all the participating organizations. She also reports that the Coalition voted to include the top eight priorities in a printed brochure that will be mailed to each legislator.

Expand funds to provide prescription drug benefits for elderly and disabled, including prescription review and education.

Triple the allowable resource level for Medicaid eligibility (from $2,000 to $6,000 for individuals and $3,000 to $9,000 for couples).

Appropriate $2 million in recurring funds for programs improving access to dental care services, including mobile dental care units to serve institutions and senior centers.

Appropriate $2 million in recurring funds for transportation for the elderly and disabled.

Appropriate $2 million in recurring funds for senior center operations.

Appropriate $10 million in recurring funds for the Housing Trust Fund for housing with services for the elderly.

Allocate funds to directly increase salaries and benefits (*"Pass-Through") of aides in adult care homes, nursing homes, and home care services..

Appropriate $2 million in recurring funds for health promotion, chronic disease prevention and management.

Increase allocation of funds for the Medicaid Community Alternatives Program for Disabled Adults (CAP-DA) to enable individuals to remain in their own homes as long as possible and to comply with the U.S. Supreme Court’s Olmstead decision.

Require health insurance plans to offer mental health benefits on the same basis as benefits for physical ailments.

Expand use of Medicaid funds to include adult day health programs.

Appropriate $2 million in recurring funds for communication assistance to the hearing disabled.

Recognize the right of every North Carolina resident to obtain health care on a regular basis.

Expand the Special Assistance Demonstration Project, which allows frail individuals to remain at home, and increase payments under that project to the same level as Adult Care Home payments.
